I've seen two ways to re-cover a lamp shade, with pleats and without pleats. They are equally simple, but for this particular lamp, I chose pleats.
Here's what to do:
Buy a lamp at a garage sale/ Thrift store/ you're mom's basement.
You get the drift.
rip off the existing fabric on the shade.
This is SO easy to do, should take you about 1.5 seconds
Now measure around the bottom of your lampshade
(mine was 47")
Then from bottom to top,
(mine was 11")
now cut your fabric to those measurements. Mine was 47 1/2 X 11. I added half inch to the bottom measurement so it would over lap.
Hot glue your fabric around the entire bottom of the lamp shade
now glue your fabric (where the two ends meet) up the side of the shade
create a pleat in your fabric by pulling directly up from the bottom and folding over the excess fabric at the top, then glue it down. It's seriously not rocket science.
Just continue that until the entire shade is covered
Iron the pleats so they lay a little smoother, but don't burn yourself.
Add a trim. like bias tape, pom poms, or Rick Rack like me. I've even seen a feather boa as a trim.
Then you can spray paint your lamp base if you'd like, just be sure to tape off the cord :)
that's all folks, you're done.

How funny, I'm doing a lamp revamp today (And you're the only other person I've heard say REVAMP about something :D). I've got the base painted & distressed, and I'm about to go find some fabric to recover the lampshade. I'm hoping to be able to blog it in the next couple of days!
